Statement from the National Dental Association on Comments Regarding Community Water Fluoridation

The National Dental Association (NDA) strongly opposes recent comments made by Florida Surgeon General Joseph Ladapo regarding community water fluoridation (CWF).

“Community water fluoridation is one of the most effective, equitable, and evidence-based tools we have to prevent dental decay, particularly in underserved communities. The National Dental Association is deeply concerned by recent comments undermining this vital public health measure, which disproportionately benefits African American communities and others who face systemic barriers to oral health care.”

Cheryle Baptist Hill, President
National Dental Association

Dental decay remains the most common chronic disease in America, leading to significant consequences such as missed school days and preventable emergency room visits that cost hospitals an estimated $2 billion annually. In severe cases, untreated dental decay can result in life-threatening outcomes.

The Centers for Disease Control and Prevention (CDC) recognizes community water fluoridation as one of the top 10 public health achievements of the 20th century. Since its implementation in 1945, CWF has been backed by over 75 years of research affirming its safety and effectiveness. It remains one of the most cost-effective and equitable ways to deliver fluoride to communities, benefiting individuals regardless of income, age, or education.

Drinking optimally fluoridated water can reduce cavities by up to 25% in children and adults, resulting in less pain, discomfort, and fewer missed days of school or work. Additionally, fluoridated water systems save communities money. Studies show an average savings of $32 per person annually in cavity prevention. For communities with populations of 1,000 or more, the return on investment can reach $20 for every $1 spent, with greater returns in larger populations.

We are particularly disheartened that Dr. Ladapo, an African American, would advocate against an evidence-based public health measure that disproportionately benefits African American communities, who face higher rates of dental disease. The optics of this stance are concerning and suggest the potential for intentional divisiveness.

Furthermore, the NDA is equally opposed to the views of the new federal HHS nominee regarding community water fluoridation.

The National Dental Association remains steadfast in its support of community water fluoridation as a proven, science-based intervention to combat preventable dental disease at its recommended levels. This public health measure is critical in addressing a chronic disease that continues to burden individuals and communities across the nation.

Dr. Baptiste Hill closes with this thought:

As oral health advocates, we cannot stand idle while science is dismissed, and public health progress is jeopardized. The NDA remains committed to promoting community water fluoridation as a cornerstone of health equity and a proven strategy to protect the oral health and overall well-being of all Americans.”
